Split Tape has two different types of adhesive on it.
The Blue side is meant to be used on the Aluminum frame. The adhesive on this side is stronger making sure the tape is holding firm to the aluminum.
The White side is meant to be used on the silk mesh. A different adhesive is used that leaves little residue on the silk screen once removed.
